CSCG Grant Terms and Conditions 

By submitting an application for a Club, Societies, and Cultural Groups Grant (CSCG Grant) provided by Te Tira Ahu Pae (the Association), the applicant student group (the Club) agrees to abide by the following terms and conditions. These terms are designed to ensure fair, equitable, and effective use of funds derived from student services fee (SSF), in alignment with the principles of Ngā tikanga katoa rite tahi (equality, equity, equal outcomes, access, and participation). The Association reserves the right to update these terms, and Clubs will be notified of any changes. 

 

1. Eligibility 

1.1. Only Clubs affiliated with Te Tira Ahu Pae are eligible to apply for and receive CSCG Grants.

1.2. Club members who are not currently enrolled Massey University students cannot directly benefit from any grant funding (e.g., no personal subsidies such as entry fees).  

1.3. Grants must enhance the student experience at Massey University by supporting extracurricular activities, club development, and opportunities for Massey students. 

 

2. Application Process 

2.1. Applications may be submitted at any time via the Association’s website.  

2.2. Each application must include, at minimum: 

  • A project outline and budget, including evidence of costs. 

  • The Club's current bank statement. If the Club holds its funds with the Association, they are not required to provide this. 

  • A Risk Assessment and Management System (RAMS) form if the activity or project being applied for is considered to be of medium or high risk. 

  • Additional documentation may be requested by the Association, and the Club must provide it promptly.  

2.2. Each application should cover a single project. Multiple applications per Grant Quarter (GQ) are permitted, but the Club's unused funding across applications must not exceed $1,500 when considered together.  

2.3. Grant outcomes will typically be communicated within 10 working days. Approvals are made by an Association Manager and a Clubs’ Coordinator, with advice sought from relevant Massey University departments where appropriate.  

2.4. Applications may be reallocated to an alternative grant category or awarded additional funds in exceptional circumstances at the Association's discretion. 

2.5. All decisions are final. It is the responsibility of the club to provide a comprehensive grant application that includes all information required for a fully informed review of their application. 

 

3. Grant Usage 

3.1. Grants may be used for: 

  • Supporting the establishment and promotion of the Club. 

  • Purchasing items or services required to meet the Club's objectives. 

  • Food and other consumables necessary for the Club's success. 

  • Travel and accommodation within New Zealand for Massey student Club members.  

3.2. Grants cannot be used for: 

  • Paying off Club debts. 

  • Purchasing alcohol. 

  • Retrospective funding (i.e., reimbursing expenses already paid). 

  • Funding overseas activities. 3.3. All grant-funded activities must primarily benefit Massey University students.  

3.3. Outstanding grant funds from grants older than 3 months (or as specified in the grant outcome if covering multiple events or longer periods) must be returned to the grant pool.  

3.3. Clubs must ensure all transactions related to grant spending are recorded using the Association’s supplied documents. A club shall not be eligible for a reimbursement if they fail to provide the required evidence of purchase. 

3.4. Clubs may only purchase items listed as part of their budgeted costs. An item not listed on t 

 

4. Funding Streams and Caps 

4.1. Grants are available under the following streams, with coverage up to the specified percentage (not exceeding the funding cap):

4.2. Funding caps per quarter are based on Club membership numbers, but awards prioritise the number of Massey University students benefiting:

4.3. Clubs are not entitled to the full cap amount; awards are discretionary based on need and impact.  

 

5. Consideration Criteria 

5.1. Applications are more likely to be approved if: 

  • The Club meets regularly and enhances student life. 

  • The grant supports positive outcomes for the Club’s goals. 

  • The grant benefits a high number of Club student members or Massey University students. 

  • The application is fully and correctly completed. 5.2. Campus fund usage should align proportionally with population and activity levels, with flexibility for supporting emerging Clubs. 

 

6. Reporting Requirements 

6.1. Clubs must submit a post-grant report within the specified timeframe, detailing how funds were used, including photographs where possible for marketing purposes by the Association and Massey University.  

6.2. Clubs will not be eligible for future funding if they have outstanding post-grant reports. 

6.3. Quarterly reports on overall grant usage will be prepared by the Association, including outcomes, finances, and student benefits. These reports will be made available on Te Tira Ahu Pae’s website for full transparency of how funds are being allocated to support student activities. 

 

7. Responsibilities and Compliance 

7.1. Club committee members are responsible for the proper utilisation of grant funds and accurate reporting.  

7.2. The Association’s Clubs’ and Events Coordinators, under the Operations Manager, administer grants. The CSCG Committee (comprising a Te Tira Ahu Pae Manager as Chair, Clubs’ Coordinators, up to 4 student representatives, and up to 3 Massey University representatives) oversees awards and meets in July and December.  

7.3. Non-compliance (e.g., inaccurate reporting, misuse of funds, or failure to return unused funds) may result in the Club being stood down from receiving grants for a period, repayment of funds, or other penalties at the Association's discretion.  

7.4. Clubs agree to cooperate with any audits or reviews by the Association or Massey University. 

 

8. General Provisions 

8.1. The funding year is divided into quarters:  

GQ1 (1 Jan–31 Mar)  

GQ2 (1 Apr–30 Jun)  

GQ3 (1 Jul–30 Sep)  

GQ4 (1 Oct–31 Dec) 

8.2. Grants are awarded to maximise benefits from the student-funded grant pool.  

8.4. These terms are governed by New Zealand law. Any disputes will be resolved through discussion with the Association, escalating to Massey University if necessary. 

8.5. By applying, the Club confirms it has read, understood, and agrees to these terms. Submission of an application constitutes acceptance.
